Human Capital Priorities Stream

The Human Capital Priorities Stream is an Express Entry–aligned pathway under the Ontario Immigrant Nominee Program (OINP) that allows Ontario to select skilled workers from the federal Express Entry pool to meet the province’s labour market needs. Candidates may receive a Notification of Interest (NOI) from Ontario, which allows them to apply for a provincial nomination. A nomination adds 600 points to their Comprehensive Ranking System (CRS) score, greatly increasing their chances of receiving an Invitation to Apply (ITA) for permanent residence.

Eligible applicants must have a valid Express Entry profile and qualify under either the Federal Skilled Worker Program or the Canadian Experience Class. No job offer is required, making this stream accessible to skilled professionals in Canada or abroad. Selection is based on education, work experience, language proficiency, and adaptability, with certain sectors prioritized depending on Ontario’s current labour market needs.
