Foreign Worker Stream
The Ontario Immigrant Nominee Program (OINP) is one of the most popular provincial immigration pathways, helping skilled workers, graduates, and in-demand professionals become permanent residents of Ontario. As Canada’s largest and most diverse province, Ontario relies on this program to attract talent that supports its growing labour market and economic needs.
To qualify, applicants must have a valid job offer in a NOC TEER 0, 1, 2, or 3 occupation and at least two years of relevant full-time work experience. The job must meet wage requirements and match the applicant’s background. Employers must also meet OINP criteria, including minimum business operations in Ontario, revenue thresholds, and proof of genuine need for the position.
Unlike Express Entry–linked streams, this is a direct nomination pathway. Candidates apply through the OINP portal, and once nominated, they submit a permanent residence application to IRCC through the paper-based process. A non-refundable fee of $1,500 applies.

International Student Stream
The International Student Stream under the Ontario Immigrant Nominee Program (OINP) provides a pathway to permanent residency for graduates of eligible Ontario post-secondary institutions who have received a valid job offer from an Ontario employer. This stream helps the province retain skilled talent that has already contributed through their education.
Applicants must hold a degree or diploma from a publicly funded Ontario college or university and have a full-time, permanent job offer in a NOC TEER 0, 1, 2, or 3 occupation that aligns with their education. Unlike other streams, prior work experience is not required, making it ideal for recent graduates. Employers must meet specific criteria, including operating in Ontario, meeting revenue and staffing thresholds, and demonstrating a genuine need for the position.
Candidates apply directly to OINP through the e-Filing Portal. Once nominated, they can submit their permanent residence application to IRCC through the paper-based process. Supporting documents include transcripts, diplomas, job offer letters, and proof of legal status, along with a non-refundable $1,500 application fee.

In-Demand Skills Stream
The In-Demand Skills Stream under the Ontario Immigrant Nominee Program (OINP) is designed to address labour shortages in essential sectors such as agriculture, construction, trucking, and healthcare. This stream targets foreign workers in intermediate-skilled roles (NOC TEER 4 or 5) who play a vital role in Ontario’s communities and want to transition to permanent residency.
To qualify, applicants must have a full-time, permanent job offer in an eligible in-demand occupation, at least nine months of work experience in Ontario, a minimum of a high school diploma, language proficiency, and valid legal status if applying from within Canada. Employers must also meet specific operational and financial criteria. Applications are submitted through the OINP e-Filing Portal, and a non-refundable $1,500 application fee applies. Once nominated, candidates can apply to IRCC for permanent residence.
