Master’s Graduate Stream
The Master’s Graduate Stream under the Ontario Immigrant Nominee Program (OINP) provides a direct pathway to permanent residency for international students who have earned a master’s degree from an eligible Ontario university. This stream is designed to retain highly skilled graduates and support Ontario’s knowledge-based economy.
No job offer is required. Eligibility is based on academic achievement, residency in Ontario, language proficiency, and the intention to live and work in the province. Applicants must have completed at least one year of full-time study, graduated within the last two years, resided in Ontario for at least 12 months in the past two years, meet language requirements (CLB 7+), and hold legal status in Canada (or apply from abroad).
Applications are submitted through the OINP e-Filing Portal, and successful candidates receive a provincial nomination, allowing them to apply for permanent residence with IRCC. A non-refundable $1,500 application fee applies.

PhD Graduate Stream
The PhD Graduate Stream under the Ontario Immigrant Nominee Program (OINP) provides a pathway to permanent residency for international students who have completed a PhD at an eligible Ontario university. This stream is designed to retain highly skilled graduates who can contribute to Ontario’s research, innovation, and knowledge-driven economy.
No job offer is required. Applicants must have completed at least two years of full-time PhD study, graduated within the last two years, resided in Ontario for at least 12 months in the past two years, meet CLB 7+ language requirements, and hold legal status in Canada (or apply from abroad). Proof of settlement funds is also required.
