Canada’s Vulnerable Foreign Workers Program, part of the Special Groups category under the Work section, provides essential protections for foreign workers facing abuse or unsafe conditions in the workplace. This program reflects Canada’s commitment to human rights, workplace safety, and fair treatment for all workers.

Foreign nationals holding an employer-specific work permit who experience physical, sexual, psychological abuse, or unsafe labor practices may be eligible for an open work permit. This allows them to leave the abusive employer immediately and work for nearly any employer in Canada.

Eligibility Requirements

Applicants must:

Hold or have held a valid employer-specific work permit
Be physically present in Canada at the time of application
Provide evidence of abuse or risk of abuse from their current or recent employer

The open work permit is temporary, typically valid for up to one year, offering legal protection while exploring longer-term immigration options, such as permanent residence programs if eligible. IRCC processes these applications urgently and confidentially, and applicants do not need their employer’s consent to apply. Evidence can include witness statements, medical or police reports, or proof of unsafe work conditions.
